Pedestrian Struck and Killed by DUI Driver in Sandy – driver fled but then walked back to the scene.
Sandy Police responded with Sandy Fire Department personnel to a car vs pedestrian crash on Beers Avenue at Hood Street in Sandy at about 11:30 PM on Friday. The pedestrian, Michael Topliff, 41, of Sandy, was struck in the intersection by a vehicle headed northbound on Beers Avenue. He was transported by ambulance to Emanuel Hospital, where he died of his injuries Saturday morning.The driver of the vehicle that hit Topliff initially fled the scene, but returned on foot and turned himself into responding officers. Philip Krogstad, 32, of Sandy, failed field sobriety tests at the scene and was arrested for DUI. Krogstad’s BAC was measured at .14%, within one hour after the crash. He was lodged at the Clackamas County Jail on charges of DUI and Assault in the third degree. His bail is currently set at $32,500. In light of Topliff’s death, it is likely Krogstad will face additional charges.

Krogstad’s vehicle, a blue 1999 Ford Escort (earlier reported to be a Mustang), was found in the parking lot of his apartment complex a block from the crash. It was impounded and will be processed for evidence. The Clackamas County Sheriff’s Office Criminal Reconstruction and Forensic Team (CRAFT) responded to the scene to assist in the investigation.
