LAKEPORT MAN ARRESTED FOR FELONY DRUNK DRIVING AFTER VEHICLE CRASH CAUSED INJURY TO ANOTHER DRIVER

On Tuesday, March 22, 2016, at approximately 6:15 PM, Lakeport Police Department (LPD) officers were dispatched to 11th Street near Safeway to investigate the report of a vehicle injury collision.

Parker John Coggins charged with DUI twice in 4 days by Lakeport Police DUI arrest twice in four days 032316

Parker John Coggins charged with DUI twice in 4 days by Lakeport Police DUI arrest twice in four days 032316

Upon arrival, Officers determined that a 1998 Volvo sedan traveling east on 11th Street, driven by Parker John Coggins, 18, of Lakeport, CA, collided with a 2000 Chevrolet Blazer traveling west on 11th Street, driven by a 43-year-old Clearlake Oaks, CA man, causing major front-end damage to both vehicles.

Officers determined that the Clearlake Oaks man had complaints of pain to his stomach, neck, back and left leg and he was transported to Sutter Lakeside Hospital for treatment, by Lakeport Fire Protection District (LFPD) ambulance.

During the investigation, Officers noticed that Coggins was displaying signs and symptoms of alcohol influence and proceeded to conduct a series of field sobriety tests on him which he failed. Coggins was transported to the LPD where he submitted to a blood alcohol content (BAC) test by breath. The results showed that his BAC was .13%. Coggins was booked into the Lake County Jail for felony drunk driving causing injury and he currently remains in custody on bail of $30,000.

This case remains under investigation, but unsafe speed is also believed to be a factor in the collision.

This is Coggins’ second arrest for drunk driving in the City of Lakeport in the past four days. On Friday, March 18, 2016 at about 9:15 PM a Lakeport Police Officer working traffic enforcement in the area of S. Main Street and Lakeport Blvd observed a gray Chevrolet sedan fail to stop at the stop sign at S, Main St and Lakeport Blvd and then travel west on Lakeport Blvd at a high rate of speed. The Officer noticed that the driver, Coggins was displaying signs and symptoms of alcohol influence and that he had beer in the vehicle. The Officer conducted a series of field sobriety tests on him which he failed. Coggins was arrested and booked for driving under the influence of alcohol, driving with alcohol in his blood while under 21 and being in possession of alcohol while under 21.

The LPD is dedicated to keeping its citizens safe by apprehending impaired motorists and encourages members of the community to report all intoxicated drivers.

UPDATE: Maryland Transportation Authority Police reports that charges are pending in this crash that took the life of Randy Drake Thrower, indicating that police have determined he was not driving the sedan that slammed into the back of a truck on the Bay Bridge on April 2, 2016.  Those adults who accept a ride with an impaired driver simply buy a ticket to their own funeral.  This is yet another case of a group of adults taking their party on the road without any regard for the lives of others or, for that matter, for their own lives.  This crash was NOT an accident but a predictable outcome of choices made by adults.  First Sgt. Jonathan Green of the Maryland Transportation Police reports that the names of those persons in the sedan will not be released until they have all been interviewed, as they are considered witnesses.  The two occupants of the sedan who were taken by ambulance to Anne Arundel Medical Center were released after treatment.  OBITUARY

Stevensville, Md. –  Maryland Transportation Authority Police reports that a twenty-one-year-old Queenstown, Md., man was killed when a sedan in which he was either the driver or a passenger crashed into the rear a truck on the eastbound span of the Chesapeake Bay Bridge, just after the magic 2:00 am killing hour of bar closings in the Annapolis area.  Annapolis is located on the Western Shore of the Bay while Randy Drake Thrower, 21, is from the Eastern Shore, the direction in which the fatal crash occurred.

A police spokesman said that drugs, alcohol ,and speed were all factors in the crash, which fortunately did not injure the driver of the truck — only the party crowd in the sedan.

Thrower, who lived at 200 Somerset Court in Queenstown, Md., was cited by Maryland State Police Trooper D. A. Pope on Nov. 3, 2015, at 4:54 pm on Rt. 50 while westbound at Castle Marina and ticketed for driving at 73 mph in a posted 55 mph zone. Thrower entered a guilty plea in District Court for Queen Anne’s County on Jan. 5, 2016 and was fined $64.50.

Thrower was charged with two counts of driving while his license was suspended on Aug. 7, 2015, by Queen Anne’s County Sheriff’s Deputy Martz while operating a 2009 Mustang while southbound on Rt. 301 at Del Rhodes Ave. in Queenstown, Md.  Queen Anne’s County States Attorney Lance Richardson dropped both of the charges on Oct. 8, 2015.

Maryland State Police Trooper Landis charged with Thrower with multiple counts of driving while suspended and speeding at more than twenty mph over the limit on July 2, 2015, while southbound on Rt. 10 at Furnace Branch Road in Anne Arundel County, Md.  Anne Arundel County States Attorney Wes Adams dropped all of the charges on Sept. 18, 2015.

Thrower was ticketed for speeding on Rt. 405 west of Rt. 301 on Oct. 22, 2013, by a Maryland trooper and he entered a guilty plea in Queen Anne’s County District Court on March 14, 2014, and was fined $90.

A speeding ticket on July 8, 2013, awarded to Thrower on Rt. 301 for traveling at 74 mph in a 55 mph zone resulted in a fine of $90 in Queen Anne’s County District Court.

On June 4, 2013, Thrower was cited in Talbot County by Pfc. Merrick for underage possession of alcohol; the charge was fined $195 and put on probation.  A drug charge of the same date for less than 10 grams of pot was dropped by Talbot County States Attorney Scott Patterson.

With numerous charges for driving while suspended dropped by prosecutors, Thrower’s luck ran out on Aug. 9, 2012, at 1:15 am when he was cited by Queen Anne’s County Deputy C. Ahern.  In District Court for Queen Anne’s County on April 12, 2013, Thrower was found guilty and fined $150.

From The Baltimore Sun:

A 21-year-old man from Queen Anne’s County was killed in a crash on the Bay Bridge early Saturday, police said.

A 2011 Mazda sedan and a 2014 Freightliner box truck collided on the eastbound side of the Bay Bridge in Queen Anne’s County at 2:22 a.m. Saturday, according to 1st Sgt. Jonathan Green, a spokesman for the Maryland Transportation Authority police.

Two men and two women, all over 18, were inside the Mazda, he said.

One of them, Randy Drake Thrower, 21, of Queenstown, was pronounced dead at the scene, Green said. A woman with serious injuries was flown by state police helicopter to the Maryland Shock Trauma Center. She was in stable condition, Green said.

Two others were driven by ambulance to Anne Arundel Medical Center for non-life-threatening injuries. The driver of the box truck was not injured.   MORE

MILWAUKEE — A Milwaukee firefighter accused of driving drunk and causing a deadly crash has been released from jail.

We’re told the man had been tailgating at Miller Park hours before the crash in West Allis that killed two people.

The 31-year-old was arrested two days ago, and released Friday. He has not yet been charged in the crash.

This wouldn’t be the first time this firefighter has faced alcohol-related charges, but they are the most serious.  In a criminal complaint from 2014, the man allegedly behind the wheel Monday night was under the influence when he was shooting a gun at a campground in northern Wisconsin two years ago.

It happened in Langlade County. He tells the investigating officer in the complaint that he consumed a six pack and had some Jim Beam and that he shot his pistol because” It makes me feel better.”   …MORE

From Modesto Bee

04/13/2016 — The Modesto driver in a Sacramento County crash Saturday afternoon that killed her and her four passengers and injured four people in another vehicle was facing felony charges of driving under the influence and cruelty to a child. The charges stemmed from a Sept. 12 collision, Stanislaus Superior Court records show.

In that incident, Annalicia Mona Montoya, 21, committed a felony by willfully putting her 3-year-old daughter, Adelayanna Ortiz, “in a situation where her person or health was endangered and willfully caused or permitted the person or health of said child to be injured,” a criminal complaint filed by the Stanislaus County District Attorney’s Office states.

Adelayanna was one of the others killed in Saturday’s crash on Highway 12 near Rio Vista in southern Sacramento County. The others who died were Aaliyah Buenrostro, 17; Denise Garcia, 19; and Garcia’s son, Ramiro, 2. All lived in Modesto.

Little information about the Sept. 12 crash was available in the criminal complaint. In addition to child cruelty, Montoya was charged with felony driving under the influence of alcohol and causing injury and felony DUI with blood-alcohol content of 0.08 percent or above and causing injury. Both counts state that the person injured was Jerry Castro Manzano.   …MORE

Modesto, California – Stanislaus County District Attorney Birgit Fladager announced that Kenneth Hughes, 34, of Oakdale, was convicted on October 15th, 2015 of felony drunk driving causing serious bodily injury. Hughes entered a plea to the charges before Stanislaus County Superior Court Judge Nancy Ashley. On Tuesday, March 24, 2015, at about 7:32 a.m., Hughes made an illegal left turn into another car as he was driving eastbound on Milnes Road at Langworth Road in Stanislaus County. The impact left the other driver hospitalized with serious injuries. When questioned by the Highway Patrol, Mr. Hughes agreed that he was “hammered.” A blood test showed Mr. Hughes’ alcohol level to be .19%, over twice the legal limit. Immediately upon his conviction Judge Ashley sentenced Hughes to 4 years and 4 months imprisonment and ordered him to pay restitution to the victim. This case was prosecuted by Deputy District Anthony Colacito working under a grant funded by the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

From Peoria Journal-Star

PEORIA — A Hanna City man was sentenced to nine years in prison for leaving the scene of a DUI crash that left his friend dead last April.

Dillon Nolan moved his pal's dead body to another county after killing him in DUI crash following night a bar.

Dillon Nolan moved his pal’s dead body to another county after killing him in DUI crash following night in a bar.

Dillon C. Nolan, 22, of 3602 McCallister Road, apologized to the family of Joshua W. Fuller, 22, of 18326 W. Farmington Road, and then sat back down.
In February, he pleaded guilty to leaving the scene of an accident and aggravated driving under the influence of alcohol. Other lesser charges were dropped. Without the deal, he could have faced up to 29 years behind bars. His total sentence couldn’t exceed 12 years under the terms of the deal.

Assistant State’s Attorney Jeremy Beard noted Nolan didn’t call authorities but rather his “buddies” to “save his own skin.” Those friends helped him move the truck out of the cornfield and take Fuller’s body to a Fulton County home where he was found the next day. That, Beard said, was a despicable and an immoral action that showed Nolan’s lack of remorse.

Peoria County Judge Albert Purham Jr. sentenced him to six years on the leaving the scene charge and three years on the aggravated DUI charge. He is eligible for day-for-day “good-time” credit on the first count but must serve at least 85 percent of the sentence on the DUI charge. That means he will serve at least 5½ years in prison.

The crash occurred April 16, 2015, in the 9000 block of North McClellan Road, a gravel road that crosses West Claybaugh Road. Nolan was driving about 70 mph and Fuller was in the passenger seat. The two had just left a Peoria County bar. …MORE

Bartow got sweet deal in Christmas Day mayhem from Cecil County Maryland States Attorney Edward Rollins

Scott Bartow charged with DUI after causing chain reaction crash that killed Detrick Jones

BEAR, DEL. — Scott Charles Bartow, who has been charged with driving while under the influence of alcohol was the cause of a fatal wreck that killed a New Castle resident on April 11, 2016, according to the Delaware State Police.

This fatal crash wasn’t the first case of highway mayhem in which Scott Charles Bartow has been involved.

On Christmas Day of 2011, Bartow was in a wreck in Cecil County, Md., according to court records, that resulted in charges being brought by Maryland State Police Senior Trooper James Holloway. The charges were heard in Cecil County Circuit Court where a plea deal was worked out between Cecil County States Attorney Edward Rollins III, and his son, C. Evan Rollins, the attorney for Bartow. The charges included failing to render aid to a person injured in a crash, failing to report bodily injury, hit and run, failing to return to a crash where injuries took place, negligent driving, failing to control speed to avoid a crash and failure to yield the right of way.  The deal made between Bartow’s attorney and his daddy, the States attorney was agreed to on March 1, 2012, and provided no jail time and a fine of $250 and a Probation Before Judgement. Bartow was put on probation for one year. There was no record of Cecil County States Attorney Rollins requesting a Special Prosecutor when his son was hired as Bartow’s attorney.

The initial investigation determined that the crash occurred on Monday, April 11, 2016, at approximately 7:47 p.m., as Scott Bartow, 50, of 1044 Irishtown Road, Northeast, Md., was operating a 1999 Chevrolet Silverado and was traveling in the left-hand lane of DE Rt. 273 (Christiana Road) approaching the SR 1 on-ramp in Bear. As Bartow approached the intersection he noticed a disabled vehicle in the left-hand lane directly in front of him and sharply applied his brakes which caused the Silverado to swerve. Bartow then turned his vehicle to the left, crossed the center median, and continued to travel across the two left-hand turn lanes of westbound Rt. 273. He then entered the center lane where the front of his vehicle struck the left side of a 2000 Nissan Altima, which was traveling in a westbound direction on Rt. 273, and which was being operated by Detrick C. Jones, 24, of New Castle, DE.

Police say that the force of the impact pushed the Altima into the right-hand lane of westbound Rt. 273 where its right rear side then struck the left rear side of a 2009 Chevrolet Cobalt, which was also traveling on westbound Rt. 273, and which was being operated by Victoria Vickers, 20, of Smyrna, DE.

Detrick Jones, who was properly restrained at the time of the crash, was treated at the scene by New Castle County Paramedics. He was then removed from the scene by EMS and transported to the Christiana Hospital Trauma Center, where he was admitted with serious injuries. Jones was pronounced dead at the hospital on Tuesday, April 19, 2016.

A 22-year-old female passenger in Jones’ vehicle was also transported to the Christiana Hospital where she was treated and released.

Victoria Vickers, who was also properly restrained at the time of the crash, was not injured.

Delaware State Police report that Scott Bartow was properly restrained at the time of the crash and was uninjured. He was arrested and charged by troopers with Vehicular Assault 2nd Degree, Careless Driving, Driving Under the Influence of Alcohol, and No Proof of Motor Vehicle Insurance. He was arraigned at JP Court 11 and released on $3100.00 unsecured bail.

This crash remains under investigation by the Delaware State Police Collision Reconstruction Unit.
