Ann Marie Nial-Owens blasted through a fatal crash scene to win her 4th DWI arrest
LEONARDTOWN, MD. – How blasted does a driver have to be to not notice the dozens of swirling emergency lights emanating from a dozen fire trucks, police cruisers, and ambulances? The Maryland State Police report that a St. Mary’s City woman blasted into and through a crash scene on Rt. 5 on Nov. 26, 2018, that had taken the life of a driver whose vehicle had been hit head-on by another vehicle which crossed over the center line.
Police say that Maryland TFC A. Oyler was assisting the St. Mary’s Sheriff’s Department patrol officers with a fatal accident on Rt. 5 north of Fairgrounds Road.
While the road was blocked due to reconstruction, Ann Marie Nial-Owens, 42, of 48040 Freehold Drive, St. Mary’s City, Md., drove through the fatal accident scene.
TFC Allison Oyler conducted a traffic stop on the vehicle and upon making contact with Owens, a strong odor of alcohol was detected. Police say that Owens became belligerent and uncooperative, refused a breath test to determine exactly how many sheets to the wind this alleged dangerous driver had to be to blow through a crash scene. Perhaps her experience with three prior DUI arrests, as reported by the Maryland State Police, helped guide her in her decisions.
Owens was taken to the slammer at the Hotel St. Mary’s and jailed on charges of DUI. Owens has a court date set for Jan. 19, 2019. A public defender eligibility certificate has been issued, letting the Maryland taxpayers, who she endangered, have the privilege of paying for her legal representation.
On Jan. 28, 2016, Owens was cited by St. Mary’s Sheriff Deputy David Potter with driving while suspended while operating a 2003 Cadillac on Rt. S235 near St. Jerome’s Neck Road and on April 6, 2016, St. Mary’s States Attorney Richard Fritz dropped the charge.
On Oct. 12, 2015, Owens was arrested by Maryland State Trooper Murphy as she operated a 2004 Ford southbound on Md. Rt. 5 north of Willows Road and cited her for reckless driving and DWI. In a plea deal with St. Mary’s States Attorney Fritz arranged by her lawyer, Kevin J. McDevitt, of Leonardtown, on Dec. 9, 2015, she got off scot-free. THE DEAL: The DWI charge was dropped by Fritz, and she entered a guilty plea to reckless driving in return for NO TIME in jail and a fine of $484.50. Fritz agreed to suspend $260.00 of the fine. An additional charge of failing to drive on the right side of the roadway was dropped by Fritz.
Another Failure of Delaware’s Judges to protect the public; James Betts charged with 4th DUI after sending four people to the trauma unit following a head-on crash
James E. Betts charged with 4th DUI arrest in Seaford Delaware on Nov. 20, 2018 crash head-on injured three people. DSP
SEAFORD, DEL.– There is little doubt that the lenient Judges in Delaware are more concerned about the excuses and whines of drunk and drugged drivers than they are about the bleeding and dying of the general public.
The Delaware State Police have arrested a Seaford man for his 4th offense DUI and multiple counts of Vehicular Assault after he was involved in a crash.
Police say that James E. Betts, 50, of Seaford, Delaware, has now been charged following his stay at a hospital.

Police say that a Subaru Forester was traveling eastbound on Stein Highway and entered into the westbound lane striking a Ford Explorer nearly head-on.
Betts was the operator of the Forester and was transported to the Nanticoke Memorial Hospital with serious injuries. Troopers located drug paraphernalia inside of the vehicle.
The operator of the Explorer, a 28-year-old male from Maryland and his 27-year-old female passenger sustained injuries and were transported to the Nanticoke Memorial Hospital. Two children ages 7 and 5, who were seated in the rear of the vehicle sustained major injuries and were also transported to the Nanticoke Memorial Hospital. The 7-year-old was later transferred to the A.I. DuPont Hospital.
Police say that a computer check revealed that Betts had three previous DUI arrests making this his fourth offense. On November 30, 2018, Betts was charged with the following:
4th Offense Driving a Vehicle Under the Influence
Vehicular Assault First Degree (2 counts)
Vehicular Assault Second Degree (2 counts)
Possession of Drug Paraphernalia

Several years later, Ruark, the prosecutor who let Betts slide with an easy plea deal, was himself arrested for DUI in Ocean City, Md. Wicomico County States Attorney Davis Ruark appeared in Ocean City District Court for trial stemming from his February 22, 2008, DUI arrest.
As the result of a plea agreement with Special Prosecutor Thomas M. Degonia, Ruark pleads guilty to DUI. In exchange for the guilty plea, the charges for handgun violation were dropped.
Retired District Court Judge John Coolahan (Baltimore County) accepted the conditions of the plea agreement and found Ruark Guilty of DUI.

FROM MODESTO BEE – A crash Wednesday night east of Riverbank has a Salida man facing charges of gross vehicular manslaughter while intoxicated. His passenger, also a Salida man, suffered fatal injuries.
The crash occurred about 7 p.m. on Claribel Road east of Langworth Road. The California Highway Patrol report on the incident says Larry D. Boyd, 56, was driving a 1982 Chevrolet Silverado west on Claribel when he approached a disabled 2016 Ford F-150 pickup that was partially blocking the lane.
The driver of the pickup, 23-year-old Travis Chamberlain of Portola, had his flashing hazard lights on to warn approaching vehicles. Boyd failed to notice the truck and struck it, the CHP said.
The Silverado continued west, went off the road and into the north ditch along Claribel. The impact of the Chevy hitting the Ford badly damaged the Chevy’s cab, causing fatal injuries to Boyd’s passenger, the CHP said. MORE

Police now allege Strowhouer was under the influence of alcohol when he veered into the oncoming lane and slammed head-on into another vehicle. It would not be the first time.
In fact, this would be the sixth time Strowhouer would face charges of driving under the influence in a string of arrests in both Chester and Delaware counties.
Only this time it turned deadly. Police say Strowhouer’s SUV veered into the oncoming lane and slammed into another car. Denna Eckman was killed. Her husband Chris Eckman was seriously injured.
Police say Strowhouer was driving with a suspended license, the result of one of his previous DUI arrests.
He had done prison time on at least one of his previous DUI arrests in Delaware County, serving a one-to-five-year sentence in 2017. He was on parole at the time of Saturday night’s accident.
That will come as little comfort to the family of Eckman. That will give them something in common with the Hannagan family of Chester County, who lobbied for tougher sentences for drivers convicted of multiple DUI offenses. Their son and daughter were killed when their vehicle was struck by a drunken driver.
David Matthew Strowhouer 30, of Willistown, Chester County. Delaware County District Attorney
The truth is there is little the state or law enforcement can do if someone decides they are going to get behind the wheel. Suspending a person’s license does not prevent them from driving, regardless of whether they are impaired.
But they can’t drive from prison.
And that finally may be the way David Matthew Strowhouer is removed from the road.
That’s because state law has changed, and provides much stiffer sentences for drivers who rack up multiple DUI offenses.
The legislation, championed by former state Sen. John Rafferty, R-44 of Montgomery County, and Sen. Scott Martin, R-13 of Lancaster County, took the three-year mandatory sentence for a person convicted in a fatal DUI accident from three years to five years. A person with multiple DUI offenses, as Strowhouer does, would face up to seven years in prison. MORE

Chester County man faces sixth DUI – as well as homicide charge – for fatal crash in Delco
FROM THE PHILLYVOICE.COM – Chester County man faces multiple criminal charges in the aftermath of a fatal hit-and-run crash last weekend in Upper Chichester, Delaware County, prosecutors said.
The defendant, 30-year-old David Strowhouer, of Willistown, Chester County, allegedly was drunk at the time of the crash on Feb. 16. Strowhouer has five prior DUI convictions.
Police responded to the crash around 9:20 p.m. in the 3300 block of Market Street, where they found a Subaru WRX with a male and unresponsive female passenger trapped inside. A Dodge Ram pickup truck with severe damage was also found at the scene.
Investigators say they determined that Strowhouer, allegedly driving the pickup, crossed over the double yellow line and struck the Subaru. He then allegedly fled on foot.
Strowhouer had attended his mother’s funeral earlier that day and allegedly had been drinking alcohol, police said. When he returned to the crash scene, he allegedly told police that his cousin from Puerto Rico had been driving the car and that the two men were on the way to buy cocaine at the time of the crash.
Authorities say they believe that Strowhouer was lying about his cousin driving the pickup truck.
The male passenger in the Subaru survived the crash and was hospitalized with serious injuries. His wife died of her injuries, police said.
“I find this case to be devastatingly troubling,” District Attorney Katayoun Copeland said. “On a day where the defendant should have been with his family mourning the passing of his mother, he instead brought tragedy to another family.” MORE

FRESNO, Calif. (KFSN) –A 70-year-old man was hit and killed Thursday by a driver who is accused of being drunk and driving away from the collision.
Family members say Ram Bhatia was out for his nightly walk near Friant Road and Copper River Road when a black BMW slammed into him at 6:24 pm.
In a Friday news conference, Fresno Police Chief Jerry Dyer said 25-year old Matthew Chenot has been arrested for the crime.
Dyer said when detectives arrived, they found a piece of weatherstripping at the crash site and that evidence helped them determine a BMW caused the crash.

NEWBURG, MD. – Police say alcohol was a factor in a cruise on
Rt. 301, on the wrong side of the divided highway that ended up in death for
the perpetrator of the deadly decision to drive while impaired. Another
innocent soul is now fighting for her life in a trauma unit as a result.

Maryland State Police in La Plata report that on Saturday,
February 23, 2019, at approximately 12:42 am, Troopers from the Maryland State
Police La Plata Barrack responded for a report of a motor vehicle collision involving
two vehicles on southbound U.S. Route 301 in the area of Maryland Route 234 in Newburg,
Maryland. Due to the circumstances, the Maryland State Police CRASH Team
responded to assume the investigation.
A preliminary investigation conducted by Troopers from the
MSP La Plata Barrack and the MSP CRASH Team indicates a 1995 Ford F-150
operated by Kevin Earl Johnson, 57, of 11530 Smith Point Road, Nanjemoy, Md.,
was traveling northbound in the southbound lanes of United States Route 301 in
the area of Maryland Route 234 in Newburg, Maryland. At the same time, a 2017
Honda Civic operated by
Krystal Daniella-Lyn Lewis, 22, of Newburg, Maryland was traveling on southbound U.S. Route 301 in the area of Maryland Route 234 in lane number one. The Ford F-150 collided head-on with the Honda Civic. After the collision, the Ford F-150 overturned and came to a final rest on its roof. The Honda Civic rotated counter-clockwise and came to a final rest in the roadway. The operator of the Ford F-150, Kevin Earl Johnson was pronounced deceased on the scene. The operator of the Honda Civic, Krystal Daniella-Lyn Lewis was transported by Maryland State Police helicopter Trooper 7 to University of Maryland Prince George’s Hospital for treatment. Alcohol is believed to be a factor in the collision.
Anyone who may have
witnessed this crash is asked to contact Corporal J. Zimmerman of the MSP CRASH
Team at (301) 392-1231.
Johnson was cited for driving off a roadway while passing another vehicle on Rt. 301 near Port Tobacco Road on June 3, 2016, by Charles County Officer R. McMullen. He was fined $110.00. Ironically, in 2013, Johnson posted the bond for a housemate when that person was arrested for DWI.

JESUS saved everyone on this bus being operated by drunk driver Wilton B Carr, 82, of Gary, Indiana on their way home from Chicago on Indiana Toll Rd. Feb. 25, 2019
JESUS DOES SAVE! And forty-seven people are thankful that he brought them home safely, no thanks to their drunk bus driver!
LakeCounty– The Indiana State Police report that the driver of a church bus drove up and onto an earth embankment on the Indiana Toll Road causing passengers on the bus to be injured when tossed/thrown from their seats.
Preliminary investigation by Trooper Kenneth Payonk revealed at approximately 10:37 P.M., Monday, February 25th, 2019, a 1998 Motor Coach Industries bus, owned by Jesus Saves Missionary Baptist Church in Gary, and driven by Wilton B. Carr, 82 of Gary, was east bound in the right lane on I-80/90 (Indiana Toll Road) at the 9.6 mile marker (this is just before the Cline Avenue exit) when he drove straight off the roadway into the gore area that separates the mainline road from the exit (gore is grass/dirt/rocky filled area between two guard rails). When the bus drove into that area the underbelly of the bus hit a gravel/dirt embankment which caused the front tires of the bus to be completely off the ground. The impact caused people inside the bus to be tossed and thrown from some of their seats.
Jesus Saves Bus Ministry crashed on I-80 Indiana Toll Road injuring five people piloted by 82-year-old Wilton B. Carr of Gary, Indiana jailed on OWI charge.
The bus was returning from a trip to the United Center in Chicago and was loaded with approximately forty seven (47) people (adults and children). Everyone at the scene was checked out for complaint of pain, five (5) people (one adult, age 49 and four children-ages ranging from 10-14) were taken to local hospitals for leg injuries and head/neck pain.
Further investigation revealed that Carr was driving impaired and was taken to a local hospital for a certified test to which he failed. Carr was arrested and taken to Lake County Jail in Crown Point.
Carr was charged with:
Operating While Intoxicated (OWI) causing Bodily Injury –level 6 Felony
OWI with passengers under 18 years of age-Level 6 Felony
OWI- Class C Misdemeanor
OWI Endangerment- Class A Misdemeanor
