Lt. Dan Foss said the incident was tragic and the major injuries and fatality were likely preventable, as none of the three occupants of the older Ford sedan was wearing a seatbelt at the time of the collision.

“The driver, Moore, had been drinking,” Foss said. “There were witnesses that heard (a car) driving recklessly, fast acceleration and then the (sound of) the single-car accident. File video: The California Highway Patrol released this video in 2018 of an impaired driver colliding with a CHP cruiser to illustrate how dangerous DUI driving is to everyone. BY CHP – GOLDEN GATE DIVISION
FROM SACBEE.COM – California Highway Patrol officers arrested a driver Monday night accused in a DUI rollover crash in Fair Oaks that ejected the front passenger, resulting in her being fatally crushed beneath the vehicle.
A Chevrolet Tahoe with four occupants was traveling eastbound on Sunset Avenue near Pennsylvania Avenue at an unknown speed shortly before 9 p.m. Monday, when it hit the guy-wire of a power pole along the side of the road and began to roll over, CHP North Sacramento spokesman Officer Greg Zumstein said. Guy-wires are the non-energized lines used to stabilize power poles, usually connecting to the ground or a sidewalk.
As the vehicle was overturning, the front-side passenger, an unidentified woman who was not wearing a seat belt, was ejected from the large SUV and ended up being crushed beneath the rolling vehicle, killing her, Zumstein said.
“She was squished by the Tahoe,” he said.
The driver fled the scene on foot but was located about 90 minutes later hiding in the front yard of a nearby residence, Zumstein said.
The woman, who was determined to be under the influence of drugs and alcohol, was arrested on suspicion of various felonies including manslaughter, driving under the influence and hit-and-run.
The CHP has identified the suspect as Debra Christie, 39, of Folsom, according to a news release. MORE

Kali Sunde charged in DUI fatal crash in Livingston Parish Jail arrest by Louisiana State Police Dec. 30, 2019
Impaired Driver Arrested in Fatal Head-On Livingston Parish Crash Walker – Shortly before 2:30 am on December 28, 2019, Troopers from Louisiana State Police Troop A began investigating a two-vehicle fatal crash on LA Hwy 447 (Walker Road North) south of LA Hwy 1025 (Arnold Road) in Livingston Parish. The crash took the life of 19-year-old Blaze Kilpatrick of Walker.
The initial investigation revealed that the crash occurred as 19-year-old Kali Sunde of Walker and her passenger were traveling southbound on LA Hwy 447 in a 2017 Toyota Camry. At the same time, Kilpatrick was traveling northbound on LA Hwy 447 in a 2009 Honda Accord. The preliminary findings revealed Sunde crossed the centerline into the opposing lane, which resulted in the Toyota striking the Honda head-on.
The preliminary findings revealed Sunde crossed the centerline into the opposing lane, which resulted in the Toyota striking the Honda head-on.
Kilpatrick was properly restrained at the time of the crash; however, he sustained fatal injuries and was pronounced deceased on the scene. Impairment is unknown on the part of Kilpatrick, but a routine toxicology sample was obtained from him and will be submitted for analysis. Sunde and her passenger were also properly restrained at the time of the crash. They sustained minor injuries.
Impairment is suspected to be a factor in the crash on the part of Sunde. Troopers arrested and transported Sunde to a nearby facility where she provided a breath sample that tested over the legal limit. After the breath test, Troopers booked Sunde into the Livingston Parish Jail for violating LRS 14:32.1 Vehicular Homicide, LRS 14:39.1 Vehicular Negligent Injuring, LRS 14:98 DWI (1st Offense), LRS 32:71 Driving Left of Center, and LRS 32:865No Insurance. This crash remains under investigation.
Time and time again, Troopers witness preventable motor vehicle crashes. Impairment and lack of seat belt usage are primary causes of crashes across the state of Louisiana. Nearly half of the fatal crashes in Louisiana are caused by impaired drivers. Louisiana State Police urge motorists to have a plan in place that includes a designated driver when consuming alcohol. Alcohol can impair visual ability, alter sense of time and space, impair fine motor skills, and decrease reaction times. Alcohol can begin to impair a person’s ability to safely operate a motor vehicle after just one drink. Please choose to not drive impaired or ride with an impaired driver, and always buckle up.

“It kind of keeps me human. You see, I’m about to change their lives; your mom and dad, that is. In about five minutes, they will never be the same, they will never be happy again. Right now, to be honest, you’re just a nameless dead body that feels like a wet bag of newspapers that we have been pounding on, sticking IV lines and tubes and needles in, trying desperately to save you. There’s no motion, no life, nothing to tell me you once had dreams or aspirations. I owe it to them to learn just a bit about you before I go in.
Because right now . . . all I am is mad at you, for what you did to yourself and what you are about to do to them.
I know nothing about you. I owe it to your mom to peek inside of your once-living world.
Maybe you were texting instead of watching the road, or you were drunk when you should have Ubered. Perhaps you snorted heroin or Xanax for the first time or a line of coke, tried meth or popped a Vicodin at the campus party and did a couple shots. Maybe you just rode your bike without a helmet or didn’t heed your parents’ warning when they asked you not to hang out with that “friend,” or to be more cautious when coming to a four-way stop. Maybe you just gave up.
Maybe it was just your time, but chances are . . . it wasn’t.
So I pick up your faded picture of your driver’s license and click on my iPhone, flip to Facebook and search your name. Chances are we’ll have one mutual friend somewhere. I know a lot of people.
I see you wearing the same necklace and earrings that now sit in a specimen cup on the counter, the same ball cap or jacket that has been split open with trauma scissors and pulled under the backboard, the lining stained with blood. Looks like you were wearing it to the U2 concert. I heard it was great.
I see your smile, how it should be, the color of eyes when they are filled with life, your time on the beach, blowing out candles, Christmas at Grandma’s; oh you have a Maltese, too. I see that. I see you standing with your mom and dad in front of the sign to your college. Good, I’ll know exactly who they are when I walk into the room. It makes it that much easier for me, one less question I need to ask.
You’re kind of lucky that you don’t have to see it. Dad screaming your name over and over, mom pulling her hair out, curled up on the floor with her hand over her head as if she’s trying to protect herself from unseen blows.
I check your Facebook page before I tell them you’re dead because it reminds me that I am talking about a person, someone they love; it quiets the voice in my head that is screaming at you right now shouting: ‘How could you do this to them, to people you are supposed to love!’”
For the love of God, put down your phone, slow down, come to a complete stop, wear your seatbelt, go the speed limit, and drive like your life depends on it. Because it does. And if that’s not enough, drive like other peoples’ lives depend on it…because it does.
Don’t ruin your family’s or our holiday season…
In one moment your decision changes lives. Decatur High School (Federal Way, WA) students Nicholas Hodgins and Derek King were killed alongside I-5 when a driver made the decision to drive drunk. They would have graduated in three days.

Anthony Norris charged with OWI in a fatal pileup on Indiana Toll Road
HAMMOND-Indiana State Police report that on Feb. 2, 2020, at approximately 2:03 a.m., Trooper Dennis Griffin was dispatched to a single-vehicle crash on I-80/94 eastbound lanes at the 2.2 mile-marker. The vehicle, a white 2019 Chevrolet Camaro, had struck the impact attenuator which resulted in two lanes being blocked. Through Trooper Griffin’s investigation, he had reason to believe that the driver of the vehicle was impaired via alcoholic beverages.
The driver, Anthony Van Norris, 35 years of age from Merrillville, IN, refused to submit to a chemical test and was taken into custody. At approximately 2:48 a.m., a secondary crash occurred in the back-up on I-80/94 eastbound at the 2.0 mile-marker. Assistance was requested from the Indiana State Police Toll Road District as well as from the Hammond Police Department.
Police say that Norris was transported to Southlake Methodist by Trooper Benjamin Beers where a search warrant was obtained and a blood draw was completed. Toxicology results are pending. Norris was transported to the Lake County Jail and a preliminary charge of O.W.I. Refusal- Class A Misdemeanor is being submitted to the Lake County Prosecutor.
Trooper Griffin arrived at the scene of the second crash and observed three vehicles, a semi, and two passenger vehicles. One of the vehicles, a white 1995 Lincoln was engulfed in flames.
Preliminary investigation by Trooper Griffin shows that a 2013 Toyota Highlander, driven by Shenay Neal, 44, from Crown Point, IN was traveling in the far left lane at a high rate of speed.
The Toyota rear-ended the Lincoln, causing the Lincoln to spin to the left lane where it burst into flames. The Toyota then continued straight and rear-ended a second vehicle which was a 2018 Utility semi-trailer being pulled by a 2019 International tractor.
The semi is operated by TTS Logistics, LLC of Mount Pleasant, MI. The truck was being driven by Lance A. Forbus, 32 from Dallas, TX. The drivers of the Highlander and International were both transported for treatment of minor injuries. Attempts were made to remove the driver of the Lincoln, however, they were unsuccessful due to the fire. The driver of the Lincoln was declared deceased at the scene by the Lake County Coroner. The name of the deceased is pending positive identification by the Lake County Coroner.
Upon completion, a copy of the investigation will be forwarded to the Lake County Prosecutor’s Office for review.
As this fatal crash was being investigated, a third crash took place in the backup at the 0.7 mile- marker which involved 7 vehicles. None of those drivers or passengers were injured, however, there was also lane blockage which resulted in an additional backup.
A fourth crash took place in the back-up at the 0.1 mile-marker. That crash involved a semi and passenger vehicle and resulted in minor injuries and lane blockage as well.
Assisting at the scene was the Lake County Coroner’s Office, Hammond Fire/EMS, Hammond Police Department, Indiana State Police Toll Road, and Bert’s Towing.

On Nov. 2, 2019, at approximately 7:57 p.m., Trooper Patrick Hall out of Troop A was on routine patrol southbound on I-95 in Scarborough when his attention was drawn to a school bus operating in front of him. Tpr. Hall noted that the bus was speeding in a construction zone, failing to signal lane changes, and failing to maintain one lane. The bus was stopped for the erratic operation and speeding. The bus was filled with Biddeford High School Students returning from a field hockey game. The bus was being operated by Richard Tanguay, 68, of Biddeford. Tpr. Kevin Coffay, who was sentenced in 2012 for a drunken-driving crash that killed three of his friends received more prison time Feb. 3, 2020, after trying to drive with alcohol in his system numerous times and violating his probation.
Three people were killed: Spencer Datt, 18; Johnny Hoover, 20; and Haeley McGuire, 18. A fourth passenger, a 19-year-old, was injured but survived.
Kevin Coffay, 28, appeared in Montgomery County Circuit Court Monday and a judge ordered him to serve seven more years in prison — the amount of time that was suspended from his original sentence. MORE
“It could easily be characterized as the worst … DUI accident in the history of this county,” Montgomery County State’s Attorney John McCarthy said.
Coffay fled the scene. When police found him about three hours later, his blood alcohol content was still twice the legal limit, prosecutors said.
According to court documents, Coffay had a blood alcohol level of 0.16. The test was done more than three hours after the crash. Coffay’s car left Olney-Laytonsville Road and hit a tree. Authorities said that Coffay then fled from the scene of the accident. He was found near his home in Rockville about three hours later with a strong odor of alcohol.
He was initially held on $500,000 bond. A judge then reduced it to $50,000 and ruled that he did not need an electronic monitor.
Coffay pleaded guilty to three counts of vehicular manslaughter and one count of leaving the scene. He was originally sentenced to 20 years in prison.
But a panel of judges reduced his sentence to eight years in prison and five years of probation. Ultimately, he was released after serving four years.
CAN ANYONE UNDERSTAND THE DECISION OF THESE THREE BOZO JUDGES?
In making its decision, the three-judge panel said that Coffay shouldn’t pay for the larger cultural problem of drunk driving; that the state didn’t give Coffay credit for pleading guilty; that the initial sentencing judge went outside the sentencing guidelines and that the victims had voluntarily gotten into the vehicle with Coffay.
Family members of the victims were livid at the decision.
“The reduction of this sentence means our children’s lives mean nothing,” said one.
Coffay eventually got a driver’s license again in 2018, and had to drive with an interlock device to monitor his sobriety.
Prosecutors said Monday Coffay squandered his second chance by continuing to engage in the same reckless behavior that led to the fatal crash in 2011.
According to court documents, he tried to drive after drinking more than 100 different times.
“[He would] get drunk in D.C., sleep it off and then drive home the next day, and the ignition interlock is picking up when he has levels of alcohol in his system,” prosecutor Bryan Roslund said.
He killed his friends and ran from the scene, lied to police, claimed he hit a small animal…now he wants out of prison so he can tell other boozing kids not to be an idiot like he is…
FROM WTOP: McCarthy said prosecutors learned through an intercepted call from Coffay while he was in jail that Coffay had discussed attempting to “fake the court out” by claiming he was suffering emotional trauma from the crash.
“To hear that he was discussing with friends coming to court and gaming the court, claiming he had PTSD, is offensive to every person standing behind me,” McCarthy said. He added that the crash victims’ families continue to “suffer emotional trauma as a result of their loss.”
“That we are here is stunning to us,” McCarthy said.
Prosecutors said since September 2018, an ignition interlock device on Coffay’s car has caught him with alcohol on his breath more than 100 times. MORE

King County: The Washington State Patrol reports that at approximately 1:00 am on February 12, 2020, Trooper Harms stopped a vehicle eastbound I- 90 just west of East Mercer. Due to Trooper Harms’s observations of possible impairment, the driver was asked to step out of the vehicle and perform voluntary field tests. The field tests led Trooper Harms to develop probable cause to place the subject under arrest for suspected impairment.
When Trooper Harms went to place the suspect under arrest, the suspect resisted and an altercation ensued. The suspect struck Trooper Harms while they were struggling on the right shoulder. As the altercation continued the suspect was able to get into his vehicle with Trooper Harms right beside him.
Washington State Patrol
Police say that the suspect placed the vehicle in drive and began to drive eastbound in lane 1. The altercation continued until the vehicle slowed in lane one about 200 yards east of the original stop. It was at this point that Trooper Harms was pushed from the vehicle by the suspect while traveling at 25 to 30 mph and ended up sliding on his back for approximately 40 feet ending up in between lanes two and three. The suspect fled continuing eastbound on I-90.
There was a motorist that observed what was occurring and had their hazards activated and essentially protected Trooper Harms until he could get up and to the shoulder.
Trooper Harms ran back to his vehicle and advised communications what occurred and searched for the suspect which he was unable to locate. During the initial investigation, the suspect provided Trooper Harms with Texas identification. The vehicle was a rented 2019 Mazda CX5. The suspect also gave an address in Seattle where he was coming from when he was stopped.
Police say that later in the morning on February 12, 2020, troopers and detectives continued to search for this suspect and were able to locate the vehicle at the address given which was an apartment complex in the 1900 block of 2nd Avenue in Seattle. The suspect did not provide an apartment number so troopers continued to watch the vehicle and contacted the Seattle Police Department (SPD) for assistance. The north and south SPD ProAct teams became involved which also included the Department of Corrections Officers.
The address that was given by the suspect had an apartment number that was associated with an individual that had an active felony Department of Corrections warrants and this allowed entry into this unit. Once inside this apartment, it was determined that the suspect from this incident was the same individual that had the felony warrant and was using a stolen identity from the individual in Texas. The actual identity of this suspect is 31-year-old Dontrel O. West of Seattle.
West is being held without bond in the King County Jail on the charges shown below:

West was booked into the King County Jail on numerous charges to include warrants for Auto Theft, Narcotics and Felony Assault on Trooper Harms. WSP troopers and detectives are seeking witnesses to this incident, specifically the motorist that put their hazards on and protected the trooper as he was being assaulted. Prosecutors for the District reported that on March 11, 2020, Kenneth Lee Archer, 40, was adjudicated guilty and sentenced for one count of DUI Manslaughter after making an open plea to the court. Defendants have a right to forgo a jury trial and plea straight to the court for sentencing. It is not a negotiated plea.

Judge Nick Thompson sentenced the defendant, who pled guilty, to 15 years in prison and revoked his driver’s license for life. He was also ordered to pay more than $7,000 in fines and court costs. Restitution was ordered and reserved. The defendant must also attend a DUI school, undergo a drug evaluation, and attend counseling.
On April 4, 2018, just after 2 a.m., Archer was driving on Pine Island Road, on the drawbridge that crosses the Caloosahatchee River. He crossed the centerline in the road and hit a car traveling in the opposite direction, sending the vehicle into a raised sidewalk.
The 35-year-old woman driving the car he hit died from her injuries in the crash.
His truck collided with an oncoming Kia Optima driven by Ashley Sullivan, 32.
She was pronounced dead at the scene.

Jeanne-Nicole Bernice Coutros, 23, is charged with intoxication manslaughter and evading arrest
According to a preliminary report, a San Antonio Police officer spotted a Toyota Tacoma pickup truck driving erratically down Nacogdoches Road a little after 9 p.m. Tuesday. The officer activated his emergency lights and tried to pull over the driver, now identified as Jeanne-Nicole Coutros, 23. Reports said Coutros stopped abruptly in the left lane but soon took off as the officer was getting out of his patrol unit.
The SAPD officer then turned off his lights and notified the dispatcher as Coutros sped north on Nacogdoches, police said. Soon after, Coutros veered into oncoming traffic and crashed into a Lincoln SUV turning onto Friesenhahn Court. The 24-year-old driver of the Lincoln was Rheiner’s 24-year-old son. First responders took Rheiner and his son to San Antonio Military Medical Center, where the elder Rheiner passed away from his injuries.
Coutros was also taken to the hospital and is now facing intoxication manslaughter and evading arrest charges. Her bonds have been set at a combined $135,000.
The Converse Police Department is saddened to learn of the passing of retired Assistant Chief of Police Rodney “Rex” Rheiner. Assistant Chief Rheiner was a valued member of the Converse Police Department and the Converse community as a whole.
Assistant Chief Rheiner served the citizens of Converse for 27 years. Beginning his career in August 1989, he worked his way through the ranks and was promoted to Assistant Chief in May 2007. Assistant Chief Rheiner retired in March 2017.
Assistant Chief Rheiner was a highly regarded leader and he affected the department in many positive ways. Being a graduate of the FBI National Academy and The Bill Blackwood Law Enforcement Management Institute of Texas, he was could always be found encouraging the officers, pushing them to better themselves and the department through training and education. He invested heavily in upgrading the equipment and technologies of the department and was key in the development of our police department facility and our first communications center.
Assistant Chief was known as a strong man of both faith and family. There would seldom be a time he would speak to you without talking about the accomplishments of his sons or showing you a photograph of his grandchildren.
The loss of any life is sad. The fact that Assistant Chief Rheiner dedicated his life to serving the community as a law enforcement officer only to be killed by a suspected drunk driver while in retirement is truly a tragedy.
